Whilst that cannot be denied, there is also the fact that Carnival is already rammed as it is — the avenues for escape in the event of a major event are limited enough as it is due to the crowds of people between one's place at the center of it all and the roads leading away from the main procession. If greater footfall is allowed, there comes he point beyond which the emergency services can no longer provide effective support and then the matter becomes one of either limiting footfall or else moving the event to a different location — in which latter case, the link between the event and its historic origins is severed (and then the vultures take it over entirely and whatever little the original community was still managing to eke out of it is completely lost to it).
So, it's swings and roundabouts really, I think. Either way around, he vultures are there to stay, so the question is one of what can be done to prevent them from resting total control from the community ... so, maybe, limiting footfall serves both purposes rather than only the former? (I don't know, I haven't asked the organisers myself, I'm just musing).
