Turning off access in the permissions settings in even Android 9 (not sure about 10 yet) doesn’t guarantee that the app won’t still make use of it; there have been a number of cases where (especially older) apps ignored user preferences — and Google themselves have been caught out collecting location data even after Location Services was disabled entirely, not just for a specific app (and, furthermore, making it impossible to do anything about).

People can (and should be encouraged to) do more to protect their privacy than that …
