The rules were codified (i.e. invented) by the British (English), in fact — which is why it's called 'football' 😀
Of course, if you can rely on the English for anything, it’s to go around imposing their preferred sporting activities on people and then, when the reluctant recipients of training they never requested prove to be better at them, complain that it’s not sporting.
Although, seemingly, no-one else can beat them at extracurricular violence … which is something, I suppose:
