No, it doesn't ... and it never did.
First of all, it's a proxy service, not a VPN. Your browsing is obfuscated only to the final destination, not to anyone listening between you and the proxy (your ISP still knows exactly where and what you're browsing). You're better off using Tor, if you want that kind of service (you ISP only knows that you're connected to the Tor network, not what you do on it).
Secondly, it only acts upon the Opera browser itself, so what little it does do for you isn't reflected anywhere else - all your other apps trackers are still tracking you every time you use them (and/or in the background, if they are able to do so as well).
