Maybe it can be. But …

Satire didn’t stop the Nazis rising to power any more than it put an end to the USSR.

And it can be wielded by both sides of a fight.

The Right may not be very funny

… but it doesn’t need to be. It just needs to make its own laugh and to appeal to those who might be inclined to laugh at something else by way of dog-whistle appeal: you don’t need to tell homophobic or racist jokes to appeal to bigots, just make jokes at the expense of your common enemy ‘Lefty SJWs’ and they’ll laugh along with them because everybody hates the nannying, politically correct, killjoy, loony lefty SIWs, who mean they’re not allowed to express racist/homophobic/sexist sentiment themselves. Before you know it, you have those on both the Right and the Left lining up to vote for nationalist types with whom they otherwise have nothing in common.
